Those who have obtained a second level installation (repair, testing) license for power facilities can undertake the installation of transmission, power supply, and power receiving facilities below 220 kV. The applicant for the second level installation (repair, testing) power facility license shall meet the following conditions:

（1） Having legal personality and a well-established organizational structure;

（2） The registered capital shall not be less than 20 million yuan, and the net assets shall be over 24 million yuan;

（3） Undertook 2 or more of the following projects within 5 years, with qualified engineering quality:

1. 400 kilometers of transmission lines above 220 kV or 500 kilometers of transmission lines above 110 kV;

2. Four substations with voltage levels above 220 kV or six substations with voltage levels above 110 kV;

3. 40 kilometers of cable lines above 220 kV or 80 kilometers of cable lines above 110 kV;

（4） The highest annual engineering settlement income within 3 years is over 60 million yuan;

（5） The technical leader has over 8 years of experience in power facility installation and management, and holds the professional technical qualification of senior engineer or above in the field of power engineering;

（6） Having no less than 120 professional technical personnel and economic management personnel, including no less than 70 engineering and technical personnel; Among engineering and technical personnel, there shall be no less than 30 personnel with intermediate or higher professional technical qualifications in the field of electric power;

（7） Having no less than 10 registered constructors with a second level or higher qualification in the field of electric power or project managers with a second level or higher qualification in the field of electric power;

（8） There shall be no less than 50 registered electricians holding a network operation certificate, including no less than 25 high-voltage electricians;

（9） There shall be no less than 4 budget officers, no less than 15 installation foremen, no less than 2 full-time quality inspectors, and no less than 2 construction contract administrators with the "Certificate of Professional Management Personnel for Construction Enterprises and Institutions";

（10） Having a dedicated safety management organization, with safety engineers holding professional technical qualifications at or above the level of electrical engineering engineer; There shall be no less than 2 full-time safety supervisors;

（11） Having construction machinery and quality inspection equipment that are suitable for the scope of the project that can be undertaken;

（12） Having a sound technical archive management system;
