Those who have obtained a first level testing license for the installation (repair, testing) of power facilities can engage in testing activities for all voltage levels of power facilities. The applicant shall meet the following conditions:
1. Having legal personality and a well-established organizational structure;
2. The registered capital shall not be less than 40 million yuan, and the net assets shall be over 48 million yuan;
3. Within 5 years, have undertaken 2 or more of the following projects with qualified engineering quality: 300 kilometers of transmission lines with a voltage of over 330 kV or 500 kilometers of transmission lines with a voltage of over 220 kV, 2 substations with a voltage level of over 330 kV or 5 substations with a voltage level of over 220 kV, 80 kilometers of cable lines with a voltage of over 220 kV, or 1 crossing project with a tower elevation of over 100 meters;
Engaged in power facility installation business with the highest annual engineering settlement income of over 100 million yuan within 3 years;
4. The technical leader has more than 10 years of experience in power facility installation and management, and holds the professional technical qualification of senior engineer or above in the field of power engineering;
5. Having no less than 160 professional technical personnel and economic management personnel, including no less than 100 engineering and technical personnel; Among engineering and technical personnel, there shall be no less than 60 personnel with intermediate or above professional technical qualifications in the field of electric power, and no less than 15 first level registered constructors or project managers with first level qualifications in the field of electric power;
6. There shall be no less than 60 registered electricians holding a network operation certificate, including no less than 30 high-voltage electricians;
7. There shall be no less than 5 budget officers, no less than 20 installation foremen, no less than 3 full-time quality inspectors, and no less than 3 construction contract administrators with the "Certificate of Professional Management Personnel for Construction Enterprises and Institutions";
8. Having a dedicated safety management organization and a sound safety management system, safety engineers have professional technical qualifications above electrical engineering, and no less than 3 full-time safety supervision personnel;
9. Having construction machinery and quality inspection equipment that are suitable for the scope of the project that can be undertaken;
10. Having a sound technical archive management system;
