Those who have obtained the license for the installation (repair, testing) of fourth level testing electrical facilities can undertake the testing of transmission, power supply, and power receiving electrical facilities with voltage levels below 35 kV. The applicant for the license for the installation (repair, testing) of electrical facilities in the fourth level testing category shall meet the following conditions:

（1） Having legal personality and a well-established organizational structure;

（2） The registered capital shall not be less than 8 million yuan, and the net assets shall be over 9.6 million yuan;

（3） The technical leader has more than 3 years of experience in power facility testing management and holds a professional technical qualification of power engineering or above;

（4） There shall be no less than 20 technical and economic professionals (including senior technicians, technicians, and senior engineers), including no less than 10 senior engineers, engineers, and engineering technicians in the field of electrical engineering;

（5） Establish a safety management organization, with safety engineers holding professional technical qualifications at or above the level of electrical engineering engineer; At least one part-time safety supervisor shall be appointed;

（6） A fixed business premises with a total area of not less than 600 square meters, equipped with various professional laboratories and testing equipment capable of testing transmission, power supply, and power receiving facilities with voltage levels below 35 kV;

（7） Having a sound technical archive management system;
