1、 Policy background
The newly revised Work Safety Law of the People's Republic of China will come into effect on September 1, 2021. Production and business units must comply with this law and other relevant laws and regulations on safety production, strengthen safety production management, establish and improve the responsibility system and safety production rules and regulations for all employees, increase investment in safety production funds, materials, technology, and personnel, improve safety production conditions, strengthen safety production standardization and information construction, establish a dual prevention mechanism for safety risk classification control and hidden danger investigation and governance, improve risk prevention and resolution mechanisms, enhance safety production levels, and ensure safety production.

Safety first, prevention oriented, and comprehensive management.
Working mechanism:
Production and operation units are responsible, employees participate, government supervision, industry self-discipline, and social supervision.
Three must:
Industry management must manage safety, business management must manage safety, and production and operation must manage safety.
The relationship between safety production supervision and industry regulation:
Emergency management departments, departments responsible for safety production supervision and management, other industry regulatory departments, party committees, and other relevant government departments.
On June 17, 2021, the State Council Work Safety Committee organized a national safety production teleconference, which proposed to carry out in-depth safety rectification in multiple fields such as gas pipelines, chemical industry, and hazardous chemical transportation, and comprehensively investigate and control various major risks and hidden dangers. Promote automation, personnel reduction, and intelligent operations in high-risk industries to avoid the city's lifeline becoming a "lifeline" again.
In September 2021, the State Council Security Committee issued the Guidelines for the Construction of a Comprehensive Monitoring and Early Warning Platform for Urban Security Risks (Trial), further enhancing the level of identification, prevention, and resolution of urban security risks. Clear requirements are put forward from the aspects of strengthening the prevention of urban safety at the source, improving the mechanism of urban safety prevention and control, enhancing the efficiency of urban safety supervision, and strengthening the ability of urban safety guarantee.
On December 3, 2021, the State Council Work Safety Committee released the "National Urban Gas Safety Inspection and Rectification Work Plan", which focuses on key areas and critical links of gas safety operation, carries out comprehensive and precise governance, accelerates the improvement of safety facilities, strengthens early warning capacity construction, accelerates the upgrading and transformation of gas pipeline networks and other infrastructure, and the construction of digital and intelligent safety operation monitoring capabilities, enhances the level of gas safety guarantee, and effectively maintains the safety of people's lives and property and social stability.
On January 8, 2022, the Ministry of Housing and Urban Rural Development issued an emergency notice, deploying various regions to effectively strengthen safety supervision in the gas industry. It is required that all regions further strengthen their bottom line thinking, adhere to the principle of putting people and lives first, deeply learn from the lessons of accidents, have a clear understanding of the severe situation facing gas safety, further enhance their sense of responsibility, and solidly promote the special rectification work of gas safety.
2、 Regulatory pain points
Not mastering the dynamic operation:
Unable to grasp the urban gas infrastructure and resource situation, unable to real-time grasp the dynamic operation data, status, and warning information of urban gas, lacking effective monitoring and warning methods for risk points and locations, and unable to timely detect abnormal accidents.
Lack of means for enterprise supervision:
Gas companies are the operating units of urban gas, responsible for the transmission, distribution, supply, operation, maintenance, and safety guarantee of gas. They have a series of daily management work for gas safety, but regulatory authorities are unable to supervise the daily work of enterprises and lack effective regulatory measures.
Hidden danger management without tracking:
Gas accidents are generally formed by the deterioration of risks and hidden dangers. Timely identification and tracking of risks and hidden dangers in gas operation are important foundations for ensuring gas safety. However, we often lack tracking of hidden danger management and cannot achieve closed-loop management.
Assessment and evaluation without basis:
There is no accurate assessment and evaluation basis for the operation level of gas companies and urban gas. The unclear assessment and evaluation indicators, lack of comparison and supervision, are not conducive to the healthy development of the gas industry.
